Why did God allow Adam and Eve to sin? He must have known what they were going to do. The world was already perfect, so why didn't God keep it that way?

A friend of mine thinks that we were living in heaven after God created the universe, and God sent us to earth so we'll appreciate heaven a lot more once we return there. Did she get this from the Bible?
The Bible says only one person ever left the glory of heaven and came down to spend a lifetime on this earth - and that was Jesus Christ.
